First Nations Addictions and Rehabilitation Foundation (FNARF)
Mandate
FNARF shall “work in cooperation with existing agencies and charities in order to ensure that effective and accessible prevention and treatment programs are available to First Nations people affected by gambling addictions.”
Section 8.1 of the 2002 Gaming Framework Agreement (GFA), between the Province and FSIN, states that “The FSIN has established FNARF to ensure that effective and accessible education, prevention, and treatment programs about problem gambling are available to First Nations people.” In 2007 amendments were made to the 2002 GFA, Section 4.1 gives FNARF an increase in funding from $1.5 million to $2.25 million. In addition, Section 8.1 expands FNARF’s mandate to include research and evaluation.
Treatment Centres
In 2002, the FNARF Board of Directors agreed to establish a First Nation owned and operated Problem Gambling Treatment Centre located in Northern Saskatchewan. Further support was given to an additional Problem Gambling Treatment Program in Southern Saskatchewan.
Prince Albert Grand Council Problem Gambling Program
Prince Albert Grand Council Problem Gambling Program offers a ten bed in-patient treatment centre for problem/compulsive gamblers and their families. The program currently provides in-patient/out-patient services, telephone counseling, community presentations and day programming. The centre is a holistic approach to improving wellbeing that can offer additional supports to families which includes alcohol and drug abuse counseling, elder support and modified programming to better meet the needs of clients. The PAGC problem gambling program has certified staff on site to assist in assessment, counseling, referral, individual and group counseling. The center is located in Prince Albert, SK.

White Raven Healing Centre Problem Gambling Program
The File Hills Qu’Appelle Tribal Council – White Raven Healing Centre Problem Gambling Program (In house/Outreach, Mobile Treatment) provides dual addiction services for problem gambling behaviours and drug/alcohol addiction. The Centre is located in the All Nations Healing Hospital in Fort Qu’Appelle.

FNARF Funding Beneficiaries
Since the 2002 Gaming Framework Agreement, based on a distribution funding formula to Saskatchewan First Nation Tribal/Grand/Agency Councils and independent First Nations, FNARF has administered, evaluated and monitored the allocation of $1.5 million. Beginning June 2007 with the 2007 Amended Gaming Framework Agreement, FNARF revenues increased from $1.5 million to $2.25 million in part to reduce gambling related harms through First Nations community responsible gambling strategies.
